Intercom (nu Fin): sovereignty score and 8 European alternatives

Intercom, rebranded as Fin in May 2026, is a customer service platform. Its Fin AI agent handles support conversations across chat, email, phone and Slack, and the platform adds a helpdesk with an omnichannel inbox and AI-assisted ticketing, a Copilot assistant for human agents, a customer messenger and a knowledge hub. It is delivered as SaaS and connects to other tools through APIs. It is proprietary software.

Founded by four Irish founders in 2011, the company is headquartered in San Francisco with offices including Dublin. Salesforce, also a US company, completed its acquisition in September 2026. Intercom offers regional data hosting on AWS in the United States (N. Virginia), the European Union (Dublin, Ireland) and Australia (Sydney). It applies only to new workspaces on Advanced or Expert contracts and cannot be migrated later; billing and support data may leave the region. Fin participates in the EU-US Data Privacy Framework and its data processing agreement incorporates Standard Contractual Clauses. Even with an EU workspace, the US parent chain means US legal access remains a consideration for European organisations.

Why digital sovereignty matters with Intercom (nu Fin)

Intercom (nu Fin) is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Intercom (nu Fin) hosts data in US, EU, IE, AU. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Intercom (nu Fin) is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Intercom (nu Fin) together with your other vendors and gives a total score, a heatmap and the main risk drivers.
