Matomo: sovereignty score and 8 European alternatives

Matomo, formerly Piwik, is a web analytics platform positioned as a privacy-focused alternative to Google Analytics. It reports on pages, traffic sources, conversions, events, funnels and segments, and adds A/B testing, heatmaps and session recordings. Privacy options include cookieless tracking, data anonymisation, access controls and raw-data export. Matomo can be used as Matomo Cloud, hosted by the vendor, or as a free on-premise installation on your own PHP and MySQL or MariaDB server.

The software is open source under the GPL v3 or later. The company behind it, InnoCraft Ltd, is registered in Wellington, New Zealand, and works remotely; transfers from the EU to New Zealand rely on the European Commission's adequacy decision. According to its data processing addendum, Matomo Cloud is hosted on Amazon Web Services in Frankfurt, with backups in Dublin. Self-hosting lets a European organisation keep all analytics data on its own infrastructure. Matomo reports ISO 27001:2022 certification.

Why digital sovereignty matters with Matomo

Matomo is headquartered in NZ, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor.

Data is hosted exclusively in the EU, so Matomo scores best on data residency.

Matomo is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Matomo together with your other vendors and gives a total score, a heatmap and the main risk drivers.
