Dynamics 365 is delivered as a cloud service; implementation and migration are often handled through partners. It is proprietary software.

Microsoft is a US company. According to its documentation, Dynamics 365 stores customer data at rest in Azure data centres within the macro region geography the customer selects, which includes European regions. There are exceptions: the admin portals, Entra ID, a global content delivery network and Dynamics Lifecycle Services, which keeps certain data in the United States, operate globally or outside the selected region. For Business Central, the localisation of the environment determines the Azure geography. A European organisation using a US provider should therefore weigh CLOUD Act exposure as well as the storage location.
