Ricochet Refresh is an open-source desktop messenger for private and anonymous instant messaging. Each installation creates a Tor onion service that serves as the user's address, and contacts connect to each other directly over Tor circuits, so the design does not rely on servers that would have to be trusted. The app includes built-in file transfer. It is an updated version of the Ricochet messenger first released in 2014, adapted to version 3 onion service addresses.
The project is supported by Blueprint for Free Speech e.V., a German registered association with its address in Berlin. The source code is published under a BSD-style licence, so organisations can inspect it and build it themselves. Because no data is held on infrastructure run by the project, the question of where data is stored is answered by the device and network the app runs on. For a European organisation, the app suits private communication between known contacts rather than centrally administered communication within an organisation.
