SurveyMonkey: sovereignty score and 8 European alternatives

SurveyMonkey is an online platform for surveys and forms, aimed at business teams such as marketing, customer experience, HR and IT. Users build surveys from templates and can use AI to find patterns and speed up analysis. It offers integrations, a research panel and admin and security features, plus an Enterprise tier. Use cases include employee feedback, customer satisfaction, event feedback, registration forms, market research and Net Promoter Score. Related products include GetFeedback, Wufoo and Apply. The service is delivered online.

SurveyMonkey is headquartered in San Mateo, California. Since 2023 the company, then called Momentive, has been privately held after an acquisition by a consortium led by Symphony Technology Group, and it later reverted to the SurveyMonkey name. According to its privacy notice, data may be processed in the United States and in countries where its affiliates are located. SurveyMonkey Europe UC in Dublin handles privacy matters for EU users. The service is not open source. A European organisation should establish the hosting location itself, as the sources name no fixed EU location.

Why digital sovereignty matters with SurveyMonkey

SurveyMonkey is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

SurveyMonkey hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

SurveyMonkey is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs SurveyMonkey together with your other vendors and gives a total score, a heatmap and the main risk drivers.
