Whonix: sovereignty score and 8 European alternatives

Whonix is a privacy-focused operating system that routes all internet traffic through the Tor network. It is built on the hardened Linux distribution Kicksecure and runs as a set of virtual machines: a gateway that handles Tor connections and a separate workstation where applications run. Whonix can be used with VirtualBox, KVM or Qubes OS, and the website offers installation media for Windows, Linux and macOS hosts. Its focus is on anonymity and the isolation of activities.

The source code of Whonix is published under OSI-approved licences. The legal entity behind the project, Encrypted Support LLC, is described on the imprint as a series of OTOCO RMI LLC and is based in the Marshall Islands, outside the EU. Because Whonix runs on the user's own hardware or in local virtual machines, an organisation can install and inspect it independently. Dependence on a non-EU maintainer for releases and security fixes remains the main consideration.

Why digital sovereignty matters with Whonix

Whonix is headquartered in MH, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor.

Whonix hosts data outside the EU (OTHER). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Whonix is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Whonix together with your other vendors and gives a total score, a heatmap and the main risk drivers.
