Zoho Survey: sovereignty score and 8 European alternatives

Zoho Survey is an online tool for creating and managing surveys, quizzes, polls and feedback forms. It offers templates, a range of question types, conditional logic and multilingual surveys, and distribution by email, SMS, QR code, website embed or offline in the field. Results appear in real-time reports and dashboards, with support for NPS, CSAT and CES measurements and integrations with Zoho CRM and Zoho Desk. It is delivered as SaaS.

Zoho Survey is a product of Zoho Corporation, which is headquartered in Chennai, India, and is privately held; the company says it has never taken outside investment. Zoho stores customer data in data centres in regions including the US, the EU, India, Australia, Canada and Saudi Arabia; the data centre is selected automatically at sign-up based on the IP address. According to Zoho, data of EU accounts is in most cases stored and processed within the EU, although staff of the Indian entity may access it for support. A data processing addendum based on standard contractual clauses is available on request.

Why digital sovereignty matters with Zoho Survey

Zoho Survey is headquartered in IN, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor.

Zoho Survey hosts data in EU, US, OTHER. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Zoho Survey is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Zoho Survey together with your other vendors and gives a total score, a heatmap and the main risk drivers.
