Apache Unomi: sovereignty score and 8 European alternatives

Apache Unomi is a Java-based, open-source customer data platform that runs as a server. It manages data about customers, leads and visitors and supports personalisation, segmentation, scoring and real-time decisioning. Profiles hold both anonymous and personally identifiable information, and privacy management is built in. Unomi provides a full REST API with JSON, can be extended with plugins, and uses Elasticsearch for storage and Apache Karaf as its runtime. The project describes itself as the reference implementation of the OASIS Context Server CDP standard.

Unomi is a project of the Apache Software Foundation, a US non-profit organisation governed by volunteers. There is therefore no single controlling commercial party. The software is licensed under the Apache License 2.0 and you install and operate it yourself, in any region you choose. A European organisation thus decides where the data resides and who has access to it, but also carries the responsibility for installation, security and maintenance.

Why digital sovereignty matters with Apache Unomi

Apache Unomi is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Apache Unomi hosts data outside the EU (self-host). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Apache Unomi is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Apache Unomi together with your other vendors and gives a total score, a heatmap and the main risk drivers.
