iTop: sovereignty score and 8 European alternatives

iTop is an open-source IT service management (ITSM) and CMDB solution developed by Combodo. It covers request, incident, problem, change, project and release management, with a CMDB that links these processes to configuration items. A low-code designer allows the application to be customised, and automation and integration options are included. The Community edition can be downloaded from GitHub and run on your own servers. Combodo also offers paid editions, available as SaaS or on-premise.

Combodo is a French company based in Échirolles. iTop SaaS is hosted by OVH in a European data centre, for which Combodo states ISO 27001 and HDS certification; its security page does not name the country. Because the software is open source and can run on-premise, a European organisation can host iTop itself and keep data under its own jurisdiction, or choose the managed offering. It is advisable to have the exact hosting country and sub-processors written into the contract.

Why digital sovereignty matters with iTop

iTop is headquartered in FR and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so iTop scores best on data residency.

iTop is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs iTop together with your other vendors and gives a total score, a heatmap and the main risk drivers.
