Outlook.com is Microsoft's free personal email service, the successor to Hotmail, which Outlook fully replaced in 2013. It includes a webmail interface with mail, calendar, contacts and tasks (To Do), spam and virus filtering, two-step verification and Office for the web for viewing and editing Word, Excel and PowerPoint attachments. It can also be accessed with email clients using IMAP or POP. Addresses end in @outlook.com or @hotmail.com. It is intended for personal use.
Microsoft is a US company headquartered in Redmond and is subject to US law such as the CLOUD Act. The service is proprietary. According to Microsoft, accounts in the US and Europe are placed in data centres in the user's region; for new accounts Microsoft determines the location automatically, and an account can be migrated if the user relocates. This is a placement policy, not a contractual data-residency guarantee. European organisations with business email are better served by a service with contractual commitments on location and processing.
