Papertrail: sovereignty score and 8 European alternatives

Papertrail is a hosted log management service from SolarWinds. Teams send logs from their applications and servers to Papertrail, search and filter them in one place and set up alerts on patterns or errors. Logs are organised into log groups with access control. Papertrail is delivered as SaaS; there is nothing to self-host. The brand now appears as SolarWinds Papertrail.

SolarWinds is a US company (SolarWinds Worldwide, LLC), so US legislation such as the CLOUD Act may apply to the logs collected. According to the vendor, you choose a data storage region when you sign up, and that choice cannot be migrated afterwards. The vendor does not list which regions are available, so it names no EU region either. In its privacy notice SolarWinds states that it acts as a processor for customer data and relies on standard contractual clauses for transfers from the EEA. The product is not open source. Because logs can contain personal data, a European organisation should check the region and the data processing terms beforehand.

Why digital sovereignty matters with Papertrail

Papertrail is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Papertrail hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Papertrail is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Papertrail together with your other vendors and gives a total score, a heatmap and the main risk drivers.
