EU Sovereignty Score

Updates from October 11, 2026 to October 13, 2026

To the most recent updates

Amdocs: headquarters now Guernsey

The headquarters we record is the group's statutory seat. For Amdocs that is Guernsey; day-to-day management is in the US. The three Amdocs products in the catalogue have been updated accordingly.

Changed

  • Amdocs CRM, ActixOne and Amdocs CES: headquarters changed from the US to Guernsey.

The assessment recognises more application names

We went through the names visitors typed in the assessment that were not yet recognised. Six services were added and ten common spellings are now linked to the right vendor.

Added

  • Cisco BroadWorks, Precisely EngageOne, Amdocs CES, Everbridge, Microsoft Viva Glint and Alepo, each with an introduction in four languages.

Fixed

  • Names such as "SAP GUI", "Fortigate manager" and "Rhino SIP" are now recognised as the existing vendor.

187 non-European services added that you can now enter in the assessment

To replace something you first need to be able to enter it. This round adds 187 widely used services from outside Europe, mostly from the US, from cloud and security products to HR, marketing and streaming services. The catalogue now lists 8,028 vendors.

Added

  • 187 services, each with an introduction in four languages: 156 headquartered in the US, 30 elsewhere outside Europe and 1 in the EU.

12 vendors corrected, mostly headquarters and owner

After an extra check of 30 records, 12 records were updated, mostly their headquarters, ultimate owner or licence. A foreign owner shows in the label on the vendor page and in the order of alternatives, because it can fall under other laws; the score itself looks at the headquarters.

Changed

  • Headquarters updated for Allegro and Doctoranytime.
  • Foreign owner recorded for Hasselblad Phocus, europages, Atman, Voyado, Active24, Imagify and MailerCheck.
  • 2FAS is now listed as open source.

Fixed

  • Fonts are now served entirely from this site; building the site no longer fetches anything from Google Fonts.
  • Trends page: category names in the cards with the most EU alternatives no longer break every few letters.

36 vendors added after an extra verification round

In the previous large expansion we held back a number of records because their provenance, scope or continued existence was not yet settled. After an extra check against the vendors' own websites, registers and release history, 36 of them are added. The catalogue now lists 7,841 vendors.

Added

  • 36 vendors and open-source projects, each with verified facts and an introduction in four languages: 26 headquartered in the EU or EFTA, 6 in the US and 4 elsewhere.

CapaOne added: Danish cloud platform for endpoint management

CapaOne from Danish CapaSystems handles patching, operating-system deployment, administrator rights and mobile management for iOS and Android, with or without Microsoft Intune. According to the vendor, the platform is hosted entirely in the EU.

Added

  • CapaOne (endpoint management), with verified facts and an introduction in four languages.

921 European vendors and open-source projects added

The catalogue grows to 7,804 vendors. This round mainly adds European alternatives and open-source projects, from accounting and payments to cybersecurity, IoT, CAD and streaming. Every record was checked against the vendor's own website and has an introduction in four languages.

Added

  • 719 vendors headquartered in the EU or EFTA, 166 in the US and 36 elsewhere; 322 of them are open source.
  • 577 new links to European alternatives on non-European services.

Kontevia added: Czech receipt preparation for hospitality and small businesses

Kontevia reads receipts and invoices sent via WhatsApp or email and passes them to the tax adviser through DATEV. The receipt archive is in the EU; database, AI recognition and hosting partly run through the UK and the US.

Added

  • Kontevia (ERP & finance), with verified facts and an introduction in four languages.

Nettingale added: Bulgarian managed WordPress hosting

Nettingale offers managed WordPress hosting with an isolated environment per site, daily backups and free SSL. Site files, databases and backups are stored on servers in the EU.

Added

  • Nettingale (web hosting), with verified facts and an introduction in four languages.

Takibi Base added: Spanish knowledge base for AI agents

Takibi Base is a shared knowledge base from which AI agents retrieve exact passages with citations. The application runs in Frankfurt; for AI judgments the service uses a US processor.

Added

  • Takibi Base (AI), with verified facts and an introduction in four languages.

MailSenpai and SMTP Senpai added: Italian email marketing and transactional email

MailSenpai is an Italian platform for newsletters and automations, SMTP Senpai its SMTP relay and email API. Both run on EU servers and are now listed as European alternatives to Mailchimp, SendGrid, Mailgun and others.

Added

  • MailSenpai (Italy) in the marketing category.
  • SMTP Senpai (Italy) in the transactional email category.

Libera Suite added: French open-source office suite

Libera Suite by Paris-based Abilian is a free open-source office suite for Windows, macOS and Linux that runs locally, with no account or cloud. It is now also listed as a European alternative to Microsoft 365 and Google Workspace.

Added

  • Libera Suite (Abilian, France) in the office productivity category.

Vendor facts table readable on phones again

On narrow screens the text in 'Facts and evidence' was stacked one letter per line. The check label now sits below the value, so everything reads normally.

Fixed

  • 'Facts and evidence' table on vendor pages: values and check labels now fit at phone width.

600 well-known non-European services added, so you can replace them

Many organisations use US services that were not yet in the knowledge base. This round adds 600 of them across 94 categories, with their origin, hosting and European alternatives. The knowledge base now lists 6,877 vendors.

Added

  • Individual products from large tech companies, such as parts of AWS, Google Cloud, Microsoft 365 and Azure, Oracle, Adobe and IBM, so you can enter them service by service.
  • Widely used services in cybersecurity, marketing, CMS, cloud, forms, compliance, CAD, time tracking and data integration, among others.
  • For acquired companies the new owner's country is listed separately, so it is visible when a European or foreign parent is involved.

Explainers on NIS2, DORA, the CLOUD Act, GDPR and the Data Act, and the AI Act

Alongside the Cyber Resilience Act, every law in the 'Why this matters now' block now has its own explainer: NIS2, DORA, the CLOUD Act and FISA 702, GDPR with the Data Act, and the AI Act. Each page gives a timeline, what the law means when you choose software and cloud services, which questions to ask a vendor, frequently asked questions and the official sources, checked on 11 October 2026. The Cyber Resilience Act page now uses the new design.

Start with NIS2

Fair order for equal scores, menu on mobile

Vendors with the same score are no longer listed alphabetically but in an order that changes on every visit. The order by score stays the same. This way vendors later in the alphabet also reach the top, on category, country and open-source pages. On phones and tablets the menu now sits behind a menu button. Category pages without a booked sponsor show the banner of Accans, which sponsors the site in kind with hosting, domain names and development time.

Sponsorship easier to find, citation in one click

On category pages the sponsor slot now sits right under the heading instead of after the introduction; its space is reserved from the start, so the page does not jump. Under "Cite this page" on the statistics page you copy the citation in one click and can share the page straight away. The header has a Sponsorship button, and the submit page explains how sponsorship gives you 12 months of extra visibility on a category of your choice.

Sharing, and submitting a vendor from the header

Statistics, vendor, category and country pages and the changelog now have share buttons for Mastodon, LinkedIn, Bluesky, X and email, plus a copy-link button. The figure on European alternatives to US services can be shared on its own. The buttons are plain links: nothing loads from another network until you click. Submitting a vendor is now a button in the header.

Share the figure

Advertising is now called sponsorship

The paid banner on category pages is now called sponsorship and is labelled "Sponsored". It still never affects a score or a position. The page, the order flow, the confirmation mails and the footer use the same wording, in all four languages.

Statistics, trends, changelog and documentation in the new design

The statistics page, the trends page, this changelog and the documentation now share the layout of the rest of the site: large figures, calmer tables and more readable documents. Every changelog entry now has its own link, also when several appeared on the same day.

Licence, contact and thank-you pages in the new design

The licence terms, the business data licence page, the contact page and the thank-you page after a donation now share the layout of the rest of the site. The business licence shows its price and mail button in a card of their own.

Order status and report builder in the new design

After paying, the order page shows the status in a clear card with a large download button. The whitelabel report builder has larger fields, the language choice next to the preparer's name and a count of the reports used next to the button.

New figure: European alternatives to US services

The statistics page now shows for how many US services with European alternatives selected by us there is an alternative with a sovereignty score above 80, with a note on how it is counted.

See the figure

Order page in the new design

Each report's order page now shows a summary with price, contents and the other variants next to the order form; on a phone the summary comes first. The form has larger fields and a clearer pay button.

Easier to read for AI assistants

AI assistants that ask for Markdown now get the vendor, category, country and open-source pages as clean text with scores, facts and links, straight from the knowledge base. robots.txt now states our policy: search engines and AI assistants may use the site to answer questions, but not to train AI models.

Added

  • The home page points agents to llms.txt and the documentation through Link headers.

Shared links show the right page

Sharing a page such as 'About', 'Map' or 'Contact' on LinkedIn or in a chat showed the home page's title and link. Every page now has its own title, description and link in that preview.

Fixed

  • The 'last checked' date on category, country and open-source pages no longer breaks over two lines.

New address: eusovereigntyscore.eu

The site moves to eusovereigntyscore.eu. Existing links and bookmarks to digitalsovereignty.accans.com keep working: they forward to the same page on the new address.

Changed

  • Reports, download links and payments work on the new address; links in emails sent earlier forward as well.

Map and country pages count the same

The map counted a vendor listed in several categories once (Germany: 929), while the country page counts every listing (Germany: 1,006). The map now follows the country page, so both show the same number for every country.

Fixed

  • In the map's country panel a vendor with several listings still appears only once.

Open-source pages in the new design

The open-source overview now shows every category in one list with its number of open-source vendors. Each category page lists the vendors with their sovereignty score, sortable by score, A to Z or country.

Changed

  • The open-source overview is also reachable from the 'Open source' tab next to 'By category', 'By country' and 'Map'.

23 more vendors: web hosting, whiteboards and writing tools

Round eight adds 23 vendors in 4 categories, 8 of them European. The knowledge base now lists 6,277 vendors.

Added

  • New vendors in web hosting, online whiteboards and mind mapping, collaboration and writing tools.
