Telegram: sovereignty score and 8 European alternatives

Telegram is a cloud-based messaging app with one-to-one chats, groups and broadcast channels, with messages synchronised across a user's devices. Cloud chats are encrypted between the app and Telegram's servers and stored in the Telegram cloud. End-to-end encryption applies to optional secret chats, which stay on the device where they were started, and to calls.

Telegram's development team is based in Dubai in the United Arab Emirates, and its group companies are located in the British Virgin Islands and Dubai. According to its privacy policy, data of users who signed up from the EEA or the UK is stored in data centres in the Netherlands, and Telegram acts as data controller, with a representative in the EU under the GDPR. The client apps are open source, while the server code is not published. For a European organisation this means a non-EU provider outside US jurisdiction, but also a closed server side, so cloud chats are not end-to-end encrypted.

Why digital sovereignty matters with Telegram

Telegram is headquartered in AE, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor.

Telegram hosts data in US, EU. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Telegram is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Telegram together with your other vendors and gives a total score, a heatmap and the main risk drivers.
