USU: sovereignty score and 8 European alternatives

USU is a German software company with solutions for IT service management, IT asset management, customer-service knowledge management, SaaS management, IT monitoring and FinOps. Its ITSM suite is modular: service desk, self-service, service catalogue and SLAs, change management and CMDB, GRC, IT financial management and enterprise service management. The company describes the suite as ITIL 4 compliant and adds AI agents and a chatbot. You can run the software on-premises or take it as cloud SaaS. The product is not open source.

USU GmbH is based in Möglingen, Germany, and has a US subsidiary, USU Solutions Inc., in Boston. According to its privacy policy, data is generally not processed outside the EU or EEA, although it also names US service providers for the US entity. The product page does not state where SaaS environments of the ITSM suite are hosted; only for its multi-cloud monitoring does USU mention hosting in the EU or Germany. It is therefore advisable to fix the hosting location for your environment contractually.

Why digital sovereignty matters with USU

USU is headquartered in DE and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so USU scores best on data residency.

USU is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs USU together with your other vendors and gives a total score, a heatmap and the main risk drivers.
