WhatsApp: sovereignty score and 8 European alternatives

WhatsApp is a messaging and calling app owned by Meta, built for personal use. It offers text messages, voice and video calls, groups, channels and status updates, and includes the Meta AI assistant. For organisations there is WhatsApp Business: an app for small businesses that manage customer conversations themselves, and a Business Platform (API) that larger organisations use to send messages at scale programmatically. WhatsApp is delivered as a mobile and desktop app plus a web client, running on Meta's server infrastructure.

WhatsApp is part of Meta Platforms, a US company. For users in the European Region the service is provided by WhatsApp Ireland Limited. According to its privacy policy, personal messages and calls are end-to-end encrypted, so that not even WhatsApp can read them. Account data, usage information and device and connection information are not covered. Messages sent to a business may also be visible to several people there. Hosting and infrastructure are provided by Meta companies in the United States, and the policy refers to transfers outside the EEA. The service is not open source.

Why digital sovereignty matters with WhatsApp

WhatsApp is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

WhatsApp hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

WhatsApp is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs WhatsApp together with your other vendors and gives a total score, a heatmap and the main risk drivers.
