Zendesk: sovereignty score and 8 European alternatives

Zendesk is a cloud-based customer service platform. It brings enquiries from email, chat, phone, social media, messaging and a help centre into one ticketing system, with routing, a knowledge base, reporting and AI agents that handle requests. Zendesk also offers a contact centre product and an employee service product that covers internal requests such as IT and HR. It is delivered as a web application and connects to other tools through prebuilt connectors, a marketplace and APIs.

Zendesk, Inc. is headquartered in San Francisco, California, and has been privately held since 2022 by an investor group led by Hellman & Friedman and Permira. Customers can add the Data Center Location option, which hosts service data in one of five regions: the United States, the European Economic Area, the United Kingdom, Japan or Australia. On Zendesk Suite plans the option is included but has to be activated through Zendesk. The software is not open source. A European organisation therefore depends on the chosen storage location and on a vendor that is subject to US jurisdiction.

Why digital sovereignty matters with Zendesk

Zendesk is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Zendesk hosts data in US, EU. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Zendesk is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Zendesk together with your other vendors and gives a total score, a heatmap and the main risk drivers.
