Google Analytics: sovereignty score and 8 European alternatives

Google Analytics is Google's web analytics service, part of the Google Marketing Platform. Organisations use it to measure how visitors and customers interact with websites and apps across devices and platforms. According to Google, it offers measurement of the customer journey, machine-learning insights, flexible reporting, cross-platform attribution and integrations with Google Ads, Search Ads 360, Display & Video 360, Google Cloud and Search Console. Analytics 360 is a higher tier for larger enterprises. The service is delivered as a web application; there is no self-hosted edition.

Google is a US company, so the data falls under US jurisdiction, including the CLOUD Act. Google states that Analytics does not store individual IP addresses from users in the EU, Switzerland or the UK; IP lookups for these regions are performed on servers there before traffic goes to Analytics servers for processing. The documentation does not say where that processing takes place. The service is not open source.

Why digital sovereignty matters with Google Analytics

Google Analytics is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Google Analytics hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Google Analytics is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Google Analytics together with your other vendors and gives a total score, a heatmap and the main risk drivers.
