Segment, part of Twilio, is a customer data platform that collects first-party data from websites, apps and servers and routes it to data warehouses or to a large catalogue of destination tools. Its Connections pipeline is complemented by Unify for unified customer profiles, Engage for audiences and real-time journeys, and further components such as Protocols and Warehouses. Developers integrate it through SDKs, libraries and APIs, and it is delivered as a cloud service.
Twilio is headquartered in San Francisco, California, and Segment forms part of that US company, so US law, including the CLOUD Act, applies to it. New workspaces use US infrastructure based in Oregon by default, and the data processing region cannot be changed after a workspace has been created. The product is not open source. A European organisation should check which processing region its workspace uses and which of the many destination tools receive personal data, because every connected destination is a further recipient of the data.
